On-Site Manager Position Overview
Results driven On-Site Manager with a proven track record of leading high-volume staffing operations within manufacturing environments. Acts as the strategic link between client operations and workforce execution, ensuring alignment between production demands, talent delivery, and KPI performance across fill rate, attendance, retention, and productivity. Known for building strong client partnerships, anticipating workforce needs, and delivering consistent, high-quality service.

Brings a hands-on leadership approach to managing diverse, bilingual workforces, driving engagement, accountability, and retention. Experienced in full-cycle workforce management including recruiting strategy, onboarding, employee relations, compliance, payroll, workers’ compensation, and vendor coordination, with the ability to operate effectively in fast-paced, production-driven environments while maintaining accuracy and operational excellence.

On-Site Manager Key Responsibilities
Client Relationship Management & Strategic Communication
•    Serve as the primary on-site representative, building strong, trusted relationships with Client HR, operations leadership, accounting teams, and executive stakeholders.
•    Act as the central point of contact for all workforce-related matters including order fulfillment, payroll inquiries, billing coordination, and payment processing.
•    Proactively communicate workforce insights, risks, and strategic recommendations to the Manager of Operational Excellence and client stakeholders to ensure uninterrupted service delivery.
•    Prepare and present Quarterly Business Reviews (QBRs), delivering data-driven performance insights, KPI tracking, and forward-looking workforce strategies.
•    Implement proactive strategies to reinforce service excellence and competitive advantage.

Workforce Delivery & Talent Acquisition
•    Develop and execute targeted recruiting, screening, and placement strategies to consistently meet and exceed client headcount demands.
•    Align candidate skills, experience, and competencies with client operational needs to ensure optimal placement and reduce time-to-productivity.
•    Oversee onboarding, orientation, and workforce integration processes to drive early engagement and minimize first-week attrition.
•    Manage attendance, scheduling, and performance metrics to maintain service level agreements (SLAs) and operational continuity.

Associate Relations & Performance Management
•    Lead all on-site employee relations with professionalism and consistency, including coaching, counseling, and performance documentation aligned with company standards.
•    Resolve associate, client, and operational issues promptly and effectively; escalate to the Manager of Operational Excellence when appropriate.
•    Foster a positive, inclusive, and accountability-driven work environment that supports retention, engagement, and performance.

Safety, Compliance & Workers’ Compensation
•    Serve as the on-site subject matter expert for workers’ compensation, managing injury reporting, documentation, and return-to-work programs.
•    Ensure full compliance with all company policies, procedures, and safety standards within the client facility.
•    Maintain accurate and timely documentation across systems including Avionté, payroll, timekeeping, and reporting platforms.
•    Proactively implement and administer company programs, procedures, and compliance initiatives on-site.

Vendor Management & Operational Oversight
•    Oversee and coordinate secondary supplier/vendor relationships, ensuring alignment with client expectations, service level agreements, and workforce quality standards.
•    Monitor vendor performance, headcount delivery, and compliance, addressing gaps and driving accountability across all staffing partners.
•    Collaborate with client leadership and internal teams to optimize vendor utilization, improve fill rates, and ensure consistent workforce performance.

Reporting, Budget Management & Administrative Oversight

•    Analyze corporate and operational reports to identify trends, improve performance, and drive continuous improvement initiatives.
•    Maintain accurate on-site records and ensure timely submission of all required documentation and reports.
•    Develop and manage on-site budgets and expense controls to ensure operational and financial efficiency.
•    Perform additional duties and special projects as directed by the Manager of Operational Excellence.

On-Site Manager Qualifications
•    High school diploma or GED required.
•    Associate degree (AA) or Bachelor’s degree strongly preferred; equivalent experience will be considered
•    5-7 years of experience in staffing, on-site management, or high-volume manufacturing or light industrial environments
•    Experience in customer service and account management.
•    Proven ability to manage client relationships, workforce performance, and operational KPIs in a fast-paced environment
•    Strong leadership, communication, and problem-solving skills with the ability to influence at all levels of an organization
•    Proficient in Microsoft Office (Excel, Word, Outlook) and staffing platforms such as Avionté
•    Ability to multi-task, prioritize, and remain composed under pressure
•    Must be bilingual in Spanish (verbal and written)
•    Must have a valid driver’s license, active automotive insurance, and reliable transportation

Physical Demands
•    Ability to communicate effectively with employees, customers, vendors, management, and other stakeholders both verbally and via email.
•    Regular use of computer, phone, and standard office equipment.
•    Extended periods of sitting and computer use required.
•    Must be able to lift up to 30 lbs. occasionally for office-related tasks.
•    Normal hearing, vision, and manual dexterity required to perform essential functions.
