Procurement Specialist II Job Summary
Under direction, is responsible for performing advanced work in the purchase of a large variety of complex commodities and/or services of a specialized nature. Working conditions are primarily inside an office environment.

Procurement Specialist II Essential Job Functions

•    Ensures the timely procurement of goods and non-professional services utilizing bids and competitive sealed proposals in accordance with city procurement policies and all other applicable federal, state and local laws, policies and procedures.
•    Consults with department personnel on procurement needs, provides technical assistance for goods and non-professional services.
•    Assists in determining solicitation method for complex, formal and discretionary procurements may also assist with high profile contracts.
•    Conducts product and vendor research for goods and non-professional services to determine market volatility, price trends, availability, alternative products and potential future problems or opportunities.
•    Plans, administers and executes the procurement process to include developing specifications/scope of work, developing pricing matrix, coordinating with appropriate departments, finalizing solicitation documents, tabulating bids/proposals, facilitating evaluation and selection process.
•    Reviews and executes contracts via purchase orders within delegated authority.
•    Facilitates contract negotiations with vendors.
•    Prepares award recommendations and coordinates with client departments
•    Develops training modules, trains and mentors city employees in purchasing polices and procedures, and assists in the training of suppliers.
•    Performs related duties and fulfills responsibilities as required.

Procurement Specialist II Job Requirements
•    Bachelor's Degree from an accredited college or university.
•    Two (2) years of progressively responsible procurement experience.

Procurement Specialist II Knowledge, Skills, and Abilities

•    Knowledge of State laws regarding public procurement procedures.
•    Knowledge of city charter regulations and ordinances regarding procurement procedures.
•    Knowledge of city policies regarding small, women and minority-owned business vendors and awards.
•    Skill in the proficient operation of personal computers & associated software.
•    Ability to operate computer keyboard and other basic office equipment.
•    Ability to determine the most appropriate procurement method utilizing state and cooperative agreements, best value, high tech request for proposals and online auction platforms.
•    Ability to communicate clearly and effectively.
•    Ability to analyze and interpret complex data pertaining to commodityand equipment purchases.
•    Ability to establish procurement policies, procedures, laws, andregulations.
•    Ability to interpret, evaluate and apply internal controls to acomplex procurement system.
•    Ability to perform all the physical requirements of the position, withor without accommodations.


Pay & Schedule:
Pay: $28.37/hour
Schedule: Monday - Friday, 7:45 am - 4:30 pm
Candidate selected for the role should be able to complete the full 12- to 18-month assignment.
