
Human Resources Analyst Job Summary
Under general direction, is responsible for performing professional human resources work in either Recruitment and Support, Employee Benefits, Employee Relations, or Classification and Compensation Division of the Human Resources Department. Individuals in this position exercise independent judgment and perform assignments consistent with the policies and goals of the Department. May exercise supervision over assigned staff.
Human Resources Analyst Essential Job Functions
Essential functions vary according to division assignment within the HR Department:
Recruitment and Support
• Assists in the development and implementation of marketing strategies to advance the City's brand throughout diverse markets and professional communities.
• Promotes each city department as a prime employer of choice.
• Partners and coordinate with hiring managers to identify department needs and trends to source the best talent to fulfill position needs.
• Establishes and maintains candidate eligibility lists by reviewing applications, resumes, and credentials for appropriateness of skills, experience, and knowledge in relation to position requirements.
• Extends offers of employment to selected candidates under the direction of the department and within the guidelines of the company compensation policy.
• Maintains a network of contacts and cost-effective recruiting resources to help identify and source qualified leads and recruit the very best candidates.
• Participates in external recruitment efforts, including job fairs, outreach events, and promotional activities to provide complete, accurate, and inspiring information to candidates about the company and its employment opportunities.
Training
• Researches, develops, and conducts training programs.
• Coordinates training and educational programs with company departments and educational institutions.
• Helps manage the company Learning Management System by creating
• new courses in the system, managing users, troubleshooting errors, and
• generating reports.
• Helps manage the Train the Trainer program to ensure proper instruction for classes and to manage monthly stipends.
• Research and implements best practices in curriculum development and organizational training.
• Supports City employee appreciation and acknowledgement programs.
Classification & Compensation
• Assists with special assignments, such as taking the lead on classification studies arising out of department/division re-organizations.
• Conducts labor market surveys to determine proper salary levels for specific job classifications or series.
• Responds to salary survey requests from other municipal entities and/or organizations on a timely basis.
• Revises job specifications and conducts job studies, job site visits, job analysis sessions, and incumbent interviews regarding job content.
• Prepares evaluations for classification action determinations in response to reclassification or regrade requests.
• Participates in the preparation and production of the company's Pay Plan annually.
Wellness
• Promotes wellness program benefits and initiatives to employees by organizing annual events and monthly education sessions.
• Communicate with multiple vendors and organizations regarding current and prospective health and wellness initiatives.
• Consults with other departments on various ways to increase wellness initiatives.
• Develops a variety of digital content designed to promote health and programming resources.
Employee Relations
• Manages and resolves employee relations issues by conducting effective, thorough, and objective investigations for working condition complaints, disciplinary actions, EEO complaints, and grievances.
• Keeps department apprised of vacancies, affirmative action goals, workers' compensation experience, and turnover.
• Acts as a liaison between department management and employees, including any union representation.
• Provides performance management guidance to line management (coaching, counseling, career development, and disciplinary actions).
• Analyzes trends and metrics to develop solutions, programs, and policies for the client department(s).
• Manage client relationships by setting expectations, communicating project status and issues, resolving concerns, analyzing issues, preparing reports, and meeting or exceeding client expectations.
• May be responsible for providing departmental transactional support.
All Divisions
• Performs a variety of professional tasks in support of assigned program area.
• Research and analyze data to obtain information for formulating projects, plans, surveys, reports, strategies, forecasts, and trends.
• Provides technical assistance to other City Departments concerning various human resource actions.
• Prepares reports, presentations, program plans, and statistical analysis utilizing Microsoft
• Office Suite.
• Assists their division leader with projects and special assignments.
• May be required to coordinate and supervise the work of other employees.
• Prepare detailed reports and general correspondence.
• Performs related duties and fulfills responsibilities as required.
Human Resources Analyst Job Requirements
Bachelor's Degree from an accredited college or university with preferable coursework in Human Resources, Public Administration, Business or another related field.
Valid Class "C" Texas Driver's License.
