Human Resource Administrator Job Summary
Under administrative direction, is responsible for performing administrative-level work supervising a division of the Human Resources Department. Plans, organizes, and directs the activities of one of the specialized divisions of Human Resources including Recruitment and Support, Classification and Compensation, and Employee Relations.
Working conditions are in an office environment. Exercises direct supervision of assigned staff.
Human Resource Administrator Essential Job Functions
Essential functions vary according to division assignment within the Human Resources Department:
Recruitment and Support
- Develops and coordinates recruitment and selection programs designed to place qualified job applicants.
- Directs screening process for background investigation of all selected applicants.
- Researches and selects advertising resources for use in the recruitment process.
- Ensures compliance with EEO and Affirmative Action rules and regulations.
- Research, develops, and evaluates various tests for screening job applicants.
- Develops and coordinates Temporary Services and Light Duty Program.
Classification and Compensation
- Determines the City's classification plan through compensation and classification-related evaluations of whole job classifications and families, as well as individual employee job studies.
- Maintains the company’s Pay Plan through salary surveys and other internal alignment measures to ensure pay equity and maintain proper classification structure.
- Supervises and/or conducts field audits on individual or groups of positions requiring job studies.
- Coordinates the creation and revision of written job classification specifications.
- Conducts research for annual personnel-related reports requested by the City Manager or Human Resources Director.
Employee Relations
- Establishes employee relations programs designed to provide counseling, guidance, and information to employees with job grievances.
- Designs and implements training programs in order to develop job-related skills and educational levels of employees; coordinates training and educational programs with private organizations and educational institutions.
- Develops and coordinates the Tuition Assistance Program.
- Develops and coordinates the Extended Sick Leave Program.
- Coordinates the creation and revision of personnel-related Administrative Directives; provides interpretation of directives to Departments.
- Provide staff support to the ALL departments.
- Develops and coordinates the Employee Assistance Program
All Divisions
- Formulates policies, directives, and regulations pertaining to personnel matters using office equipment.
- Supervises Personnel Specialists and other employees in the execution of divisional objectives.
- Implement personnel information systems designed to provide data for key personnel decisions and to streamline personnel procedures.
- Provides consultative services to departments concerning various personnel-related actions and policies.
- May conduct presentations on specific Human Resources related topics.
- Coordinates the preparation of the division's annual budget.
- Actively listens and communicates with staff, employees, Manager, HR Director, and others within or outside of the organization.
- Performs related duties and fulfills responsibilities as required.
Human Resource Administrator Job Requirements
- Bachelor's Degree from an accredited college or university with major coursework in Personnel Management, Public Administration, Business Administration or a related field.
- Six (6) years of progressively responsible experience in the required personnel specialty.
DEPARTMENT SPECIFIC:
HR - Employee Relations Division Applicants for this position must pass Criminal Justice Information Systems (CJIS) fingerprint-based background checks and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions. Valid Class "C" Texas Driver's License.
Human Resource Administrator Knowledge, Skills, and Abilities
- Knowledge of supervisory practices, procedures, and techniques.
- Knowledge of Federal, State and local laws (including Fair Labor Standards Act, Family & Medical Leave Act, Americans with Disabilities
- Act, and Equal Employment Opportunity laws) and ordinances dealing with personnel administration.
- Knowledge of techniques and procedures used in compensation and classification administration.
- Knowledge of statistical analysis methods and concepts.
- Knowledge of personnel payroll systems.
- Knowledge of employee training and development techniques, methods, and practices.
- Knowledge of recruitment and interviewing techniques, methods, and practices.
- Knowledge of personnel policies and procedures and Human Resources planning techniques.
- Knowledge of principles and practices of budget preparation and administration.
- Knowledge of current issues and market trends related to the activities and operations of assigned area.
- Skill in operating a personal computer and utilizing applicable software.
- Ability to conduct research studies and prepare detailed and accurate reports.
- Ability to communicate effectively.
- Ability to analyze complex salary and classification data and make decisions and recommendations.
- Ability to use audio/visual equipment for multi-media presentations.
- Ability to establish and maintain effective working relationships with subordinates, co-workers, supervisors, and the public.
