Position Summary:
Under the supervision of the assigned Human Resources Manager, this position provides technical support and performs a wide variety of general assistance duties in the assigned HR function, which may include but is not limited to talent acquisition, labor and employee relations, benefits and organizational development, and Human Resources Information System (HRIS) with related duties as assigned.
Position Responsibilities:
- Performs day-to-day activities for assigned HR functional area including but not limited to talent acquisition, labor and employee relations, benefits, organizational development, and HRIS.
- Duties performed under assigned area would include typing and filing reports; answering calls and calling customers and employees; taking notes; preparing agendas; data entry; completing special projects; scanning and filing documents; entering information into HRIS systems; preparing information for reporting; coordinating and reporting metrics, summarizing and keying training evaluations and data into our LMS system/excel sheets, preparing administrative functions for CNLV orientation and on-boarding by following prep list procedures, tracking of vendor training communications and follow up, revising manuals and operating procedures and other detailed operational activities.
- Carries out recruitment and selection support duties including but not limited screening of applications, notifying candidates, proctoring and/or administering various portions of the selection process, performing employment/education verifications, maintenance of recruitment files coordination of training setups, panel interviews, meetings, job fairs, training and special Human Resources related events. Provides administrative support when needed to the CNLV Employee Recognition committee and HR city-wide employee newsletter.
- Arranges and schedules investigations, meetings, exams, interviews and other HR related events by notifying attendees, reserving rooms for meetings, training classes and special events, coordinating materials, and making other arrangements when requested. Maintains and updates the HR Communication Team Board coordinating the updates and working with the division managers.
- Facilitate pre-employment background including scheduling drug screenings, background checks, physicals and all other pre-employment background testing required as detailed in the City’s background administrative policy.
- Conducts onboarding for employees, ensuring all forms are completed, information is distributed, and the employee has a positive first-day experience by modeling the CNLV values of Accountability, Communication & Teamwork.
- Prepares administrative duties for orientation by following the SOP for orientation.
- Assists with the collection and preparation of information, performs data entry and other technical activities directly related to employee records, to include employee records reviews, classification, compensation, benefits administration, training, development, HRIS and labor and employee relations.
- Participates in the coordination and communication of the City’s employment services, training and employee benefits programs through the new employee orientation program, the employee benefits fairs, the annual open enrollment period, City-wide employee events and other human resources events.
- Performs other duties as required.
Minimum Qualifications Required:
- Two (2) years full-time office experience in Human Resources clerical or general areas.
- Thorough knowledge of the practices and procedures of Human Resources administration; modern office practices including customer service, phone etiquette, adhering to records retention, business letter writing, report preparation filing and the operation of standard office equipment.
- Ability to communicate effectively; work independently; update and maintain comprehensive filing and database systems; deal courteously and professionally with the public; establish and maintain effective working relationships; use initiative and independent judgment; prepare professional level reports, correspondence, and other written documents.
- Knowledge of the City’s administrative policies, collective bargaining agreements, Civil Service Rules, and general federal, state and local laws impacting the Human Resources function.
- Regularly required to work in a typical office environment, use standard office equipment, read printed material and a computer terminal/screen, communicate in person and over the telephone, and is frequently required to stand, walk, sit, use hands to fingers, handle, or feel, climb or balance, talk and hear, and lift and/or move up to 25 pounds.
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading.
- May work in outdoor conditions from time to time for physical agility testing.
- Limited travel to other City locations and public agencies as required.
- Regular and timely attendance required.
Education:
- High school diploma or GED
- An equivalent combination of education and experience may be considered.
- Preferred: Associates or Bachelor Degree in Public Administration, Business Administration, Human Resources, Organizational Development, or related field or equivalent combination of education and experience.
Licenses and Certifications:
- Must possess a valid Nevada State Driver’s License and maintain satisfactory motor vehicle record during the duration of employment.
- Must possess a certificate indicating certification to type at a rate of 45 net words per minute.
Pre-Employment Screening:
- Candidates for this position are subject to a Pre-employment screening. Pre-employment screening includes but is not limited to: Local and State Criminal History Check; Federal Criminal History Check via submission of fingerprints, and a drug screen.
